Entrances

The Public Works Department determines the required length and diameter of culverts based on site conditions. 

General Requirements

• Headwalls are not permitted. 
• Culvert entrance slopes must be at least 2:1. 
• Driveway entrance width: 
  • Residential: 6 m to 9 m 
  • Commercial, industrial, or institutional: 9 m to 18 m 
  • (The Public Works Department may approve different sizes if required.) 
• The owner is responsible for ensuring that there is clear visibility of the road on each side of the entrance for a minimum distance of 150m.

Installation requirements 

• Property owners must contact utility companies (Bell, Hydro One, gas, cable, etc.) before excavation begins. 
• The existing ditch must be prepared by removing at least 100 mm of topsoil. 
• Final culvert grading will be determined by the Public Works Department. 
• The ditch edges around the culvert must be stabilized with Granular “A” or other approved material. 
• The ditch slope must be designed to prevent erosion and seeded by the property owner. 
• Covered roadside ditches may be permitted with approval from the Public Works Department.  

Inspection requirements

• A municipal inspection is required before the culvert is buried.
• Inspections are available on weekdays with at least 24 hours’ notice.

Responsibility 

The property owner is responsible for future repairs or replacement.

Work within the municipal right-of-way requires approval from the The Public Works Department before any work begins.

General requirements

• If only part of the front yard drainage system is completed, a catch basin may be required to prevent water from pooling. This will be determined by the municipal inspector.
• A minimum of 300 mm of cover must be installed, with a 2% slope to maintain proper drainage.
• A minimum of one catch basin per registered lot may be required, as determined by the Public Works Department.
• High-density polyethylene (HDPE) pipe with a smooth interior wall must be used and connected to a plastic catch basin.
• Geotextile fabric must be installed at pipe connections or joints.
• Catch basins must be spaced no more than 30 m (100 ft) apart.

• A municipal inspection is required before the pipe is buried.
• Inspections are available on weekdays with at least 24 hours’ notice.
• Photos must also be submitted to the department.

Responsibility

The property owner is responsible for all future repairs or replacement.
