Summary
Under the authority of the Director of Planning, the incumbent contributes to the development and implementation of municipal plans, considering essential services, municipal needs, and growth. They participate in the planning process, conduct research, and assist in the preparation of reports. The incumbent also takes part in the preparation of subdivision agreements, zoning by-law amendments, minor variances, etc., and communicates with developers and landowners on behalf of the municipality.
Main Responsibilities
- Contribute to the development of short- and long-term community goals related to planning and economic development.
- Participate in the preparation of subdivision agreements, as well as amendments to the Official Plan and zoning by-laws, support discussions with developers and landowners on behalf of the municipality.
- Assist the Director in reviewing and analyzing development applications and preparing reports and recommendations related to Official Plan amendments, subdivision plans, minor variances, consents, and other requests.
- Review site plans to ensure compliance with the Official Plan, zoning by-laws, and land-use planning objectives.
- Evaluate various development applications, including zoning changes and other development proposals.
- Participate in coordinating technical and community reviews of development applications.
- Contribute to updating master plans, planning documents, and land-use regulations.
- Collect and analyze statistical data to support the evaluation of development proposals.
- Prepare and present technical reports, analysis notes, and administrative correspondence.
- Identify issues and opportunities for improvement related to neighborhood planning and development.
- Assess the feasibility of different land-use options and present the results of analyses.
- Participate in evaluating infrastructure and community facility needs based on municipal objectives and growth projections.
- Ensure effective communication of municipal regulations, policies, and applicable procedures.
- Provide support for project planning and monitoring to ensure timely progress.
- Assist with and participate in various community, technical, and government meetings.
- Perform any other related duties associated with the position.
Qualifications and Requirements
Education
- Bachelor’s degree in a field related to urban planning or infrastructure.
Experience
- 3 to 5 years of experience (municipal experience an asset).
Certification/Accreditation/Professional Order
- Membership in the Canadian Institute of Planners / Professional Planners Institute of Ontario preferred.
Specific knowledge
- Excellent verbal and written communication skills in both French and English;
- Proficient in Microsoft Suite; knowledge of GIS tools is an asset.
- Knowledge of applicable provincial legislation, including the Planning Act and Provincial Policy Statement.
- Valid Ontario driver’s license.

Equipment, specific machinery to be used
- Knowledge of Geographic Information Systems (GIS), such as ArcGIS or other mapping platforms, is an asset.
Work rhythm
- Requires sustained concentration.
- May require attendance at evening meetings.
- May be required to work on weekends.
