Summary

Under the authority of the Planning Director and Civil Engineer, the incumbent coordinates the technical review of development applications and assigned municipal infrastructure projects.  

The incumbent manages day-to-day project activities including consultant and contractor coordination, design review, procurement support, construction coordination, budget and schedule monitoring, contract documentation, deficiencies, acceptance and project closeout.  

The incumbent also conducts technical inspections and analysis, maintains municipal engineering records, and provides technical comments and recommendations in accordance with municipal policies, standards and approved project parameters.


Main Responsibilities

Engineering and Development Review Tasks

  • Manage and monitor the technical review of grading plans, servicing plans, site plans, subdivisions and other development applications, identify deficiencies and provide technical comments and recommendations to the Civil Engineer and Planning Director. 
  • Review and validate engineering drawings, reports, quantities, cost estimates, securities, testing results and acceptance documentation for compliance with municipal standards and approved plans. 
  • Supervise and conduct field inspections for new developments and municipal infrastructure projects, attend site meetings, document deficiencies and follow up on corrective work. 
  • Manage and monitor documentation related to preliminary acceptance, final acceptance, and municipal assumption of infrastructure, including the review of test results, CCTV inspections, and as-built information. 
  • Analyze CCTV inspections, field test results, GPS/GNSS surveys and other technical information, and prepare technical reports and recommendations. 
  • Prepare and update detailed municipal infrastructure plans, as-built drawings and final plans using AutoCAD Civil 3D, and maintain related municipal engineering records and GIS information. 
  • Participate in the preparation and periodic update of municipal engineering standards, standard drawings, technical specifications, procedures and forms, subject to approval by the Civil Engineer and Director. 
  • Provide technical support to municipal departments on infrastructure, servicing, grading, drainage, construction and development matters within the scope of the position. 
  • Perform any other related duties associated with the responsibilities of the position, as required. 

Project Management and Contract Administration Tasks

  • Manage assigned municipal capital infrastructure projects from project initiation through design, procurement, construction, commissioning and closeout under the direction of the Civil Engineer and Planning Director. 
  • Prepare scopes of work, requests for proposals, requests for quotations, tender documents and technical specifications, participate in evaluations and provide technical recommendations for the award of consulting and construction assignments. 
  • Manage and coordinate the work of consultants, contractors, developers, utilities and regulatory agencies, monitor schedules and deliverables, and identify issues requiring action or escalation. 
  • Review consultant invoices, contractor progress payment applications, change orders, quantities, project documentation and supporting information, and provide recommendations for approval. 
  • Monitor project budgets, commitments, expenditures and cost forecasts, identify potential variances and provide timely recommendations to the Civil Engineer and Director. 
  • Monitor construction administration activities including site meetings, inspections, testing, deficiencies, commissioning, substantial performance and project closeout documentation. 
  • Exercise independent judgment in resolving routine technical and construction issues within established municipal policies, standards and approved project parameters, and refer matters requiring professional engineering judgment or approval to the Civil Engineer. 
  • Support the Civil Engineer in preparing technical reports, briefing notes, and recommendations for senior management and Council. 
  • Represent the Civil Engineer, as required, at technical meetings with consultants, developers, contractors, utilities, neighboring municipalities, the United Counties, and government agencies. 
  • Perform any other related duties associated with the responsibilities of the position, as required. 

Other Tasks

  • Participate in interdepartmental meetings to provide technical support and coordinate infrastructure-related matters between departments. 
  • Maintain complete and organized project, inspection, contract and development engineering records. 
  • Monitor and coordinate responses to technical requests related to ongoing municipal and development projects. 
  • Perform any other related duties associated with the responsibilities of the position, as required. 

Qualifications and Requirements

Education

  • Bachelor’s degree in civil engineering or College Diploma in Civil Engineering or related fields.

Experience

  • 5 to 8 years of experience in civil engineering, including municipal infrastructure, development, construction, and project management. Municipal experience is considered an asset.

Certification/Accreditation/Professional Order

  • CET designation with OACETT or eligibility to obtain the designation, or EIT registration with PEO; 
  • P. Eng. designation will be considered an asset; 
  • Project management, construction contract administration or related certification/training will be considered an asset. 

Specific knowledge

  • Bilingual, French and English, oral and written; 
  • Proficient in Microsoft Suite, including advanced Excel, Teams, Word and Outlook; 
  • Knowledge of municipal infrastructure design, development review, construction practices, procurement and contract administration; 
  • Knowledge of project budgeting, cost control, progress payments, change orders and construction documentation; 
  • Knowledge of municipal engineering standards and applicable provincial standards and specifications;

  • Attention to detail and strong organizational skills.

Compensation

  • $47.16 to $53.35 (relative to experience), Salary scales VIII
