Notice of a Complete Application and of a Public Meeting Concerning a Minor Variance

TAKE NOTICE that the Committee of Adjustment of The Nation will hold a public meeting on March 9th, 2026, at 3:30 pm, at 958 route 500 West, Casselman, Ontario, to consider a proposed variance to the Zoning By-law No. 2-2006 of the Municipality of The Nation, file A-4-2026, under Section 45 of the Planning Act, R.S.O. 1990, as amended.

The minor variance affects the property at 2794 Concession Rd. 17 in the Municipality of The Nation, as shown on the Key Map below. The subject site is within the ‘‘Agricultural Policy Area’’ of the United Counties of Prescott and Russell Official Plan (UCPR).

The minor variance proposes to reduce the minimum separation distances (MDS 2) for the construction of two chicken coops, each housing 40,000 laying hens, from 453 meters to 400 meters from a neighbouring house (2697) to 309 meters from another neighboring house (2893) and to 758 meters instead of 906 meters from a settlement area. The application also proposes to reduce the minimum separation distances (MDS 2) for the construction of two covered dry manure storage facilities from 453 meters to 413 meters from a neighboring house (2697), to 386 meters from another neighboring house (2893), to 15 meters from a lateral property line instead of 30 meters, and to 750 meters instead of 906 meters from a settlement area, as stipulated in provision 5.16.3 of Zoning Bylaw #2-2006.

Any person may participate in the public meeting, in person and make written or verbal representation, during the public meeting, either in support of or in opposition to the proposed amendment. 

Any person may also make written representations by mail or email, either in support of or in opposition to the proposed amendment before 3:30pm on March 9th, 2026. Please indicate the file number (A-4-2026)

If a person or public body does not make oral submissions at the Public Meeting or make written submissions to Council before the zoning by-law amendment is adopted, the person or public body may not appeal or be added as a party to the hearing of an appeal before the Ontario Land Tribunal (OLT) unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
