
Municipal Class Environmental Assessment Study
Consolidated Mechanical Wastewater Treatment Plant
The Corporation of the Township of Russell (Township), in coordination with The Nation Municipality (The Nation), has initiated a Class Environmental Assessment (Class EA) study for a new Consolidated Mechanical Wastewater Treatment Plant (WWTP) to service the communities of Embrun, Russell, and Limoges.
A Public Information Centre (PIC) is being held to introduce the project, preliminary results of activities completed to date and to solicit public and stakeholders’ feedback on the information presented. The PIC will follow a drop-in format. Project team representatives will be available to answer questions and discuss next steps.

The Process
The Class EA study is being carried out in accordance with the requirements of a Schedule ‘C’ project of the Municipal Class Environmental Assessment document (last amended in February 2024), which is approved under the Ontario Environmental Assessment Act. The study will identify and evaluate the location and alternative design concepts for the new Consolidated WWTP. The WWTP location and preferred treatment design concepts will be selected to minimize technical, socio-cultural, natural environmental and economic impacts.
Public Consultation
Public consultation is an integral component of the Class EA process, and we value your input during the planning process. Two (2) Public Information Centres (PICs) will be held in association with the Class EA study. Notices for the PICs will be published in local newspapers, on the Township’s website (www.russell.ca), on The Nation’s website (www.nationmun.ca), on the Township’s social media and distributed to all individuals and agencies who express an interest in this project.
