Abstract: This policy outlines The Nation Municipality's 2025-2030 strategy to reduce energy use and greenhouse gas emissions across all municipal operations in compliance with Ontario Regulation 25/23 under the Electricity Act, 1998.
1. Policy Statement
1.1. The Nation Municipality is committed to reducing energy consumption, lowering greenhouse gas emissions, and implementing sustainable, fiscally responsible energy management practices. This plan meets the requirements of Ontario Regulation 25/23 under the Electricity Act, 1998. This Plan shall be approved by senior management prior to publication, as required under section 4 of Ontario Regulation 25/23.
2. Purpose
2.1. To establish strategic energy management goals and procedures that:
- Improve energy performance and reduce costs
- Ensure regulatory compliance
- Support long-term infrastructure and financial sustainability
- Align with the 2025-2031 Strategic Plan
3. Scope
3.1. This policy applies to all municipal departments, employees, operations, and facilities consuming energy.
4. Legislative Authority
4.1. Electricity Act, 1998, Ontario Regulation 25/23.

5.1. CDM: Conservation and Demand Management
5.2. EUI: Energy Use Intensity
5.3. Lifecycle Costing: Total cost of ownership over the life of an asset
5.4. GHG: Greenhouse Gas.
6. Strategic Alignment
This Energy Conservation and Demand Management (CDM) Plan directly supports The Nation's 2025-2031 Strategic Plan.
6.1. Asset and Financial Management
- Milestone - 2028/29: Full lifecycle costing is integrated into capital planning for core assets, with consideration of environmental realities.
- Milestone - 2031: Lifecycle costing is integrated into capital planning for both core and non-core assets.
6.2. Building Condition Assessment
- Milestone - 2028/29: A building conditions assessment is undertaken of all key buildings to support maintenance planning and extend asset life.
7. Policy
7.1. Targets and Commitment
- Achieve a 7% reduction in energy use intensity (kWh/m_) by 2030 based on a 2024 baseline
- Achieve a 5% reduction in GHG emissions from 2024 levels by 2030
- Ensure 100% of new capital projects include lifecycle costing and energy efficiency considerations
- Track and report annual energy usage to Council
7.2. Measurement and Reporting
- Submit annual energy and GHG summaries to the Ministry of Energy by July 1
- Produce internal performance reports for Council annually
- Publish a public-facing update each year
- The Chief Administrative Officer and the Treasurer, or their designates, shall submit annual energy-consumption and greenhouse-gas summaries to the Ministry of Energy through Portfolio Manager by July 1 each year, in accordance with section 7 of Ontario Regulation 25/23.
7.3. Roles and Responsibilities
- Treasury Department: Corporate lead for CDM reporting, data tracking, and coordination
- Department Heads: Ensure operational adherence and integration of energy initiatives
- Finance: Monitor energy budgets and assess return on investment
- Public Works & Facilities: Execute efficiency upgrades and lead operational improvements

8. Responsibilities
8.1. All staff are expected to support CDM initiatives. Department heads are responsible for implementing measures specific to their operations. Treasury leads corporate reporting.
9. Administration
9.1. The Treasury Department shall coordinate interdepartmental participation, manage updates, and ensure overall plan implementation.
10. Exemptions (if applicable)
10.1. There are no planned exemptions. If necessary, exemptions will be determined by Council.
11. Housekeeping Amendments
11.1. Minor, non-substantive changes such as corrections to grammar, format, or references may be made by the Treasury Department or Clerk's Office.
12. Errors or Omissions
12.1. Substantive omissions or misstatements shall be reported to Council and corrected by formal amendment.
13. Policy Review
13.1. This policy and the associated Energy Conservation and Demand Management Plan shall be reviewed and republished by July 1, 2030, or earlier if required by changes in legislation or municipal strategic priorities.
14. Effective Date
14.1. This policy takes effect on the date it is adopted by Council.
